Why are large contractors like Home Depot allowed to circumvent home?
They must follow all the same rules as any other contractor. Home Depot or any of the other big box stores are not in the contracting business they contract with a local contractor. The local contractor submits a bid and adds a percentage on for Home Depot being the middle man. But it is under the local contractors license and they must follow all the same rules as any other contractor.
